Upon the world of Ocelion, no concept is more ingrained than that of the Fey. The Fey is intertwined with everything in the world, living beings, concepts, even items that are of particular import. It is this concept that allows those who are utilize it's power, the Fey Touched or simply, The Touched, to draw upon and improve their powers. It is also used as a descriptor for spiritual beasts and other beings of arcane power.
There are records from the Ancient Ones that indicate Fey users were far more prominent... and far more powerful in their times, however they have become something of a rarity in the modern day, though Fey Beasts and the like seem only to increase in both strength and numbers.
