Malaxar’s spellcasting ability is Intelligence (spell save DC 15). Malaxar can innately cast the following spells, requiring no material components:

1/day: charm person, command, geas, suggestion

3/day: detect magic


Antimagic Cone. Malaxar’s eye creates an area of antimagic, as in the antimagic field spell, in a 150-foot cone. At the start of each of his turns, Malaxar decides which way the cone faces and whether the cone is active. This trait functions in both beholder form and human form. In beholder form, the area works against Malaxar’s eye rays.   Ventriloquism. Whenever Malaxar speaks, he can choose a point within 60 feet; his voice emanates from that point.


Actions

Change Shape. Malaxar magically polymorphs into a humanoid form, or back into his true form. He reverts to his true form if he dies. His statistics remain the same in either form, except that in human form, his type becomes humanoid, he gains a movement speed of 30 feet, and he is not immune to the prone condition.   Frightful Word (human form only). Malaxar targets one creature he can see within 60 feet of him. The target must succeed on a DC 16 Wisdom saving throw or become frightened of him for 1 minute. The target can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. A target that succeeds this saving throw becomes immune to to this effect for 24 hours.   Twisting Words (human form only). Malaxar targets one creature he can see within 60 feet of him. The target must succeed on a DC 16 Wisdom saving throw or become charmed by him for 1 minute. The target can repeat the saving throw if Malaxar deals any damage to it, or if Malaxar uses his Change Shape feature. A target that succeeds this saving throw becomes immune to this effect for 24 hours.   Silver Sword (human form only). Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 6 (1d8 + 2) slashing damage plus 2d8 necrotic damage.   Bite (beholder form only). Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 14 (4d6) piercing damage.   Eye Rays (beholder form only). Malaxar uses his eye rays, as described in the Monster Manual.


 

Legendary Actions

Malaxar can take 3 legendary actions, choosing from the options below. Malaxar regains all spent legendary actions at the start of his turn.   Eye Ray (beholder form only). Malaxar uses one random eye ray.   Assault (human form only). Malaxar attacks with his silver sword.   Corrupting Guidance (human form only; costs 2 legendary actions). Malaxar targets one charmed by him within 60 feet of him. The charmed target must make a DC 16 Charisma saving throw. On a failure, Malaxar decides how the target acts on its next turn.


Malaxar is a Beholder, who has dabbled in enchantment and transmutation magic in order to change his shape and influence the minds of others. Using these abilities, he takes on the guise of Malachi the Pure, the charismatic leader if the anti-magic cult known as The Order of the Pure Mind
