In the Year 2019, New Virtue City is a crime-riddled urban area in New Jersey. Next to New York, the city is largely overlooked by the government and the Federal Superhero Initiative. However, billionaire heir and idiot savant Riley Chambers decides to build a superhero team, the New Wardens, to fight crime in the area.   The ripple effects of the New Wardens washes over New Virtue.
