Structure
An Imperial monarchy with a extensive bureaucracy serving the Empress with multiple military families used as a standing army. The Empress is nominal head of state while the Shogun is the true power behind the throne.
Culture
A culture that values arts, music, noble cultural pursuits as well as poetry as an institution of communication.
The noble strata focus on art and political intrigue. It also has a military class that values duty, solidity and skill. The peasant class focuses on agriculture and localized pursuits. All are ruled by a hereditary empress from the Akira clan.

History
The Ran Bakufu was formerly founded in 1211 BFY by Empress Akarui when she united the warring states of the Ran archipelago. She created an Empire on the 天國 model. She organized the whole country to try to create a more peaceful state but continuing rebellions and rivalries has not ended conflict on the islands. In the intervening years the domains of the Bakufu continue to pursue their personal gain and wars but nominally in the interests of the Empress. The Shogun has been unable to restrain the feuding clans as they all compete for the position. Despite this, the Bakufu has advanced its artistic courtly culture, its agriculture and its connections in the wider world, especially through the bureaucracy who faithfully serves the Empresses. The current Shogun, Abe no Kintaro is young but hopes to expand connections to the rest of the world and to create a lasting peace in Ran.

A diverse nation of humans, yokai faeries and wilderfolk who populate the many islands of the Ran archipelago.

An army of levy soldiers from the peasant class and warrior class officers recruited from the military clans.

Use of firearms is more and more commmon, with a native pattern of rifle being made from smuggled Akini patterns.
Religion
The Bakufu is officially ruled by the Imperial Cult which honors the Empress and the Imperial ancestors as gods alongside local and nature gods but there is no mandated worship and a general religious tolerance across the Bakufu.
Foreign Relations
Has just begun to form long-term relations with most of the world's nations after a period of relative isolation.
Agriculture & Industry
Massive agriculture based in millet, rice, root vegetables and wheat. There is a huge maritime economy based on fishing and whaling, especially on whale oil. There are significant iron and gold deposits which are exploited alongside quarrying and lumber.
Trade & Transport
A series of government roads cross the core islands while established sea routes between islands.
Education
Nobles are educated in the Imperial Academies as are Civil Servants while military clans teach their youth in clan apprenticeships.

Legislative Body
Daijo-Kan: The Council of State are the advisors and civil servants directly serving the Empress as the administrative and magical arm of the Empress' government. They oversee the necessary organs of government in the face of encroachment from the noble class. The Daijo-Kan is based in meritocracy through a civil service exam.
Judicial Body
The Ministry of Divination: The civil servants who perform divination, magic and make judgements on issues affecting the Empire. Include the exorcist division, the scholars bureau, the diviners bureau and the magical defense commission.
