The Z'hratian Regulatory Council

The Z'hratian Regulatory Council is the guild of lawyers and politicians, and anyone who handles their administrative tasks. They've got a reputation as nerdy pencil-pushers, but the written word is literally law here. Be careful what you sign. The Council is led by the Centurian Sub-Committee, one hundred of the Council's finest, elected by the Council in an extremely opaque process.
