Neon Heights

300 years ago, the world changed. Humans have changed.   Today, most major cities rest a top elevators, hanging in the tangled web of light rails and secrets. The cities that remain on the surface now exist in a state of ruin, stuck frequently by bandits and protected by wanna be cowboys. Nobody wants to explore any further then halfway to the moon, the reason for which be lost to time.   Mercenaries and Bounty hunters operate publicly, regulated by heavy paper work and documentation. They are viewed as heroes. Jacked up on a substance called Neon, many people in fields of violence operate with near magical powers. These powers are developed heavily by their users, becoming more and more absurd as their users try to fight the ever present threat of Neon Overdoses.   Technology has remained stuck in 80's form factor, as though someone is forcing the aesthetic to remain even after all these years. Despite all the Corporations acting like they hold all the power in the world, the never seem to gather enough traction to change the world.
