It's unknown to public sources when, or why, the Avalon project was conceived, but it has lead to the creation of the fastest growing economic block outside of older, established cities. Neo-Avalon is a city built in the Atlantic Ocean just north of the Caribbean islands and east of the Bahamas. What started off as an ambitious mega-sized geothermal power plant stretching from above surface level to the earth crust became a fully self-operating city in under just half a decade as districts expanded around the core.   The core of the city is owned by the corporation TechTonic, a local business with no known operations outside of Neo-Avalon. Even so, TechTonic is the most influential corporate body on Neo-Avalon, rivaling even the local operations of megacorporations such as Aztechnology and Evo Corporation.   The grand opening of the Massive Geothermal Power plant (MGP) caused a huge influx of workers from worldwide locations needing homes, consumer goods and entertainment. As the corporate bodies jumped on the opportunity to thrive off the sudden expansion, opening restaurants, stores and hotells, massive sea-side districts was erected off the main body of Avalon, creating a rich network of streets, living areas and waterways.   The first decade was a prosperous time for the blossoming floating city, but the peace was tenuous at best and would not last. As the MGP called for a more specialized workforce, thousands of people were left unemployed, stranded on an iron island with nowhere to return to. Most managed to find new employment among the myriad of minor businesses that have laid root in Neo-Avalon, but the rest could not avoid getting mixed up with the growing presence of organized crime on the city, either being forced to join gangs or participate in illicit smuggling operations. It took fifteen years for Neo-Avalon to be officially declared an American City by the government, which then focused on bringing order to the city by striking out against minor businesses with an iron fist and stopping illegal operations where they found them. Eventually the city settled, but the streets of Neo-Avalon were never again the same.   As the government body of America have started reclining, leaving more power to the corporate powers than ever before, the shadows of Neo-Avalon have begun rising from the depths once more. Smuggling is becoming a more common problem with Avalon's heavy focus on export- and import-based economy. Youths growing up in the less well-off districts are naturally drawn to the myriad of minor gangs forming. With a focus on progress, less support is given to the legal body which struggles to keep up with the city's heavy demands.   Even with all it's inherent flaws, Neo-Avalon City is a still a prosperous city and a major world-wide competitor. In the roughly fifty years since it's conception, it's become the home of millions of citizens, many who have never known a life away from the ocean waves and likely never will.   Neo-Avalon rises.
