Whether between the infamous crime syndicate, "The 7th Word", the militant Police, or hired goons of the top-tier elites, they all pale in comparison to an Invasion. Demons and Eldritch monsters pour out of a hapless victim, and the oldest Bulwark against them, the Ratcatchers, have all but gone extinct.
