Noliyan

Structure

Noliyan is extremely decentralized, far closer to a confederacy than an actual unified state. Regardless, they still claim to be one state under their gods. Their titles are as follows. 

Bedu is their name for the title of emperor, derived from the name of the mythical ancestor of their people. It has not been held since the reign of the ruler known as Sinri, and many regard the idea of it being reclaimed as impossible. 
 The only way to reform this empire is via a decision that requires every piece of dejure territory to be held, and the PC must be a Paragon of Virtue

Ci is a literal translation of the word god, as every monarch of the decentralized realm is seen as a god in their own right. After their death their name is either inscribed in an existing temple, or if they were famous enough they have a new temple built to them, and their name is added to the long list of gods venerated by the people of their state. Most Ci are forgotten beyond their names, but a few stick out and are venerated across the entire culture.
Upon the death of the PC who held a King level title, a decision is available to build them a temple. This varies depending on their level of prestige, and the current PC takes a penalty (small = losing 100 prestige; medium = losing 500 prestige; large = losing 1500 prestige; massive = losing a level of fame) for going ten years without honoring them.
If the previous PC was disgraced or established, there is no penalty, and the only option for building them a temple is to inscribe their name in an existing temple (costs 25 gold, grants 25 renown, 50 piety, and 50 prestige). If the PC was distinguished or illustrious, the options are inscribing their name, or building them a small temple (costs 100 gold, grants 50 renown, 200 piety, and 200 prestige; grants holder of province selected for construction +0.1 piety per month). If the option to inscribe a distinguished character's name is taken, the PC suffers no penalty. If the option to inscribe an illustrious character's name is taken, the PC takes a small penalty. No action for either incurs a medium penalty. If the previous PC was Exalted Among Men, all previous options are available with an additional option to build a sizeable temple (costs 300 gold, grants 500 piety, and 500 prestige; grants holder of province selected for construction +0.3 piety per month & grants province +0.1 control growth modifier). If an Exalted Among Men character is granted an inscription the current PC takes a medium penalty, if they are granted a small temple the current PC takes a small penalty, and no action incurs a large penalty. If the previous PC was a Living Legend, all previous options are available with an additional option of building a grand temple (costs 500 gold, grants 200 renown, 500 piety, and 500 prestige; grants holder of province selected for construction +0.5 piety per month & grants province +0.1 control growth modifier and +20% tax income). Taking no action incurs a massive penalty, inscribing their name incurs a large penalty, building a small temple incurs a medium penalty, and building a sizeable temple incurs a small penalty. 


Dukes are known as Cost Uyuvv, literally "Those who are Holy". Their spiritual role is as priests and leaders in the worship of the Ci.

Uci Dis is the title for count. The most important part of the aristocracy is their closeness to the gods, so those who rule are seen as godly people, or gods themselves, hence the literal translation being "godly man". 

Noli Ure is the title for Baron, baron being anyone who holds a holding. 

Court Priests are called Urens (literally Seeker Chancellors are called Usoli (literally Giver of Advice Stewards are called Ukeren Kiz Prat (literally Guard of wealth Marshalls are called Gancay Kiz Bulpulp (literally Master of Arms and Spymasters are called Cip Ukeren (literally Shadow Guard).

History

Idk how dates work so imma leave things vague, tbd by flinker.

The Noyal were originally a sea-faring people who migrated from what is now the western Noros archipelago before recorded history. They originally inhabited the western end of Continent Name not found, the North Eastern one on the Map, however invasions and migrations pushed them West and South, through what is now Poleyr, into the land now called Syandok Noli. This land was not uninhabited, as various different tribes belonging to what is now referred to as the Gryw culture group. The ancient cultural hero Bedu led the Noyal people against the combined arms of the Gryw, shattering their might and pushing them to the outskirts and hidden parts of the land, where they remain today. At this time, the Noyan were a tribal people, incredibly decentralized. Over time, and with influence from their neighbors, the Noyal feudalized, while the shattered Gryw remained as tribal kingdoms in their mountain hideaways. 

After the death of Bedu, the empire became extremely decentralized, with Bedu;s successor holding little to no actual power. The last Bedu, Sinri, was able to centralized the empire a great deal, leading expeditions out and subjugating many of those around the Noyal. However,m after his death, the realm officially shattered and has remained in a state of disunity ever since.

Military

The Noyal make use of some Men at Arms only available to their culture group. These are...

The Noyal Mountain Men are heavy infantry specialized in fighting in mountains. Their stats are 80 Damage, 30 Toughness, 0 Pursuit, and 0 Screen. They cost 100 ducats to create, 1.3 a month to maintain at full capacity, and 0.25 a month to maintain unraised. Any ruler who wishes to create a men-at-arms regiment of these must be of the Noyal Culture, and hold a mountain province of Noyal culture. Should any ruler hold a province with the special Duchy Building Noyal Mountaineer Hall, the Noyal Mountain Men will receive a 30% increase in all stats, and will be 20% cheaper to maintain. 

The Av Ugancay are a horse archer unit. Their stats are 50 Damage, 30 Toughness, 40 Pursuit, and 30 Screen. They cost 135 Ducats to create, and 1.4 ducats a month to maintain at full capacity, 0.3 a month to maintain unraised. They are only available to a ruler of a Noyal Culture group with the Noyal Horse Lords tradition. 

Any ruler of a Noyal culture may also grant the following accolades to knights.
  • Spirit of Bedu - Guarantees the Disciplinarian attribute - may only be granted to knight of Noyal culture and Faith - is available to all Noyal rulers at game start
  • Scourge of the Gryw - Guarantees the Mountain Fighter attribute (custom attribute that gives army knight is in advantage to fighting in mountains) - is available to any ruler with a Gryw culture province that has less than 100 control. If conditions are no longer met but accolade is granted to knight, accolade remains in effect. If the knight dies without an heir however and the conditions are no longer met, then the accolade is disabled until conditions are met.
  • Master of the Ras Erenrhew - Guarantees the Marines attribute (custom attribute that negates disembarkment penalties for army knight is commanding) - is available to any ruler of Noyal culture involved in the Struggle for the Ras Erenrhew if they have a holding with a port. 

Religion

The religion of the Noyal is based around ancestor worship and reincarnation. Names are often repeated throughout families because certain members are believed to be reincarnations of past members. The gods of the Noyal are their past rulers, with notable figures like Bedu and Sidri venerated among an extremely large pantheon. The religion of the Noyal is divided into four different types, all with minor differences and the same head of faith. The head of faith is called the Virs Misk Uadda Ru (literally One Who Sees All), and their divine purpose is to act as a seer for the Noyal People, looking into the future and the present to warn against threats to the people.

Differences

Buk Paz Last Yan (Hand of the Horse Lord)
This Noyal religion is located in the northern plains of Noyal Territory, and is coloured red. They have an additional special doctrine called Rider's Devotion, which grants a ruler +3% monthly piety for every men at arms unit involving horses. So a ruler with 3 stacks of horse archers and 7 of cataphracts would receive a +30% monthly piety bonus.  
Dinroe Ru Gi Yan (Lovers of Old Gods)
This Noyal religion replaces the Righteous religious attitude with a Pluralist religious attitude. They also have the additional special tenet of Gryw Polytheism, which grants them access to the bonuses provided by that religion. See the Gryw article for details. The adherents to this religion are located in the Mountains, in provinces of the Sem Noual culture. It is coloured yellow on the map.
Pil Bic Gi (Great Sea Gods)
This Noyal religion is located along the coasts in the southern and eastern Noyal territories, and is coloured pink. It adds the god Bic Pri to the Noyal Polytheism doctrine, who grants the bonus +2 Stewardship, +1 Learning, -20% construction time in all counties.
Ke Bedu (People of Bedu)
This Noyal religion is coloured orange on the map, and is located in the flatlands and river basins. It is the oldest and "purest" form of Noyal religion, with no deviances from the template above.

Holy Sites

There are five holy sites of the Noyal Faith.
  • The Temple of Bedu is located in the Western Flatlands, and provides +20% levies to any ruler of a Noyal faith who controls it.
  • The Iron Tower is located in the Southern Flatlands, along the Coric River, providing +30% Intrigue Lifestyle experience to any ruler of a Noyal faith who controls it.
  • The Temple of Alp Arasalak is located in the Eastern mountains, providing +3 Domain Limit to any ruler of a Noyal faith who controls it.
  • The Palace of the Old Ones is located on the Southernmost Island of Noyal Territory, and grants +40% Development Growth in itself and the Capital Province of any ruler of a Noyal who controls it.

Special Buildings

Any ruler of a Noyal culture who rules a duchy capital in the mountains can build the special Duchy Building Noyal Mountaineers Hall. This grants the Noyal Mountain Men a 30% increase in all stats and makes them 20% cheaper to maintain. In addition, it grants +50% county levies, and +5% Development Growth. It costs 500 gold and has a slow build speed. 

Any ruler of a Noyal heritage culture may construct a Communal Temple in any holding in a county of both a Noyal Culture and Noyal Faith. It grants the following bonuses to the country and holder...
  • Tier 1: +0.2 Monthly Tax, +10% Conversion Resistance, +0.1 Monthly Piety
  • Tier 2: +0.5 Monthly Tax, +20% Conversion Resistance, +0.3 Monthly Piety
