ペンギンの法則 Penguin Law
ペンギンの法則 (Pengin no hōsoku) or the Penguin Law in English was a law made in 1608 by Takeshi Mutō. The law states that:
'Any individual or group who have been proving to be harassing, assaulting, or abusing a penguin verbally or physically will be judged and will be punished via either prisons or at least 4 months in the Kaishu system.'
In 1609 it added an extra clause which protected Foxes and Japanese Wolves in the same way and is widely regarded to be one of the first laws against animal abuse. The law is still in effect today and is strictly enforced by Japanese Government
