Pngán

The Pngán is a role given to the individual ruler responsible for keeping the provinces of Sembar in order. The name is the Donsel translation of “Judge”. They act somewhat like a monarch, except they don't own much land, rather its their influence across the people that gives them power.

Appointment

Each province may nominate a candidate for the position, the candidates then undergo a voting ceremony to see who is the most favoured. If the old Pngán is still alive they may also elect a candidate and have equal right to vote. A new Pngán is elected when the previous retires or dies.

Responsibilities

The Pngán plays a vital role in maintaining order within politics, they govern all of the provinces. Their duties include but aren't limited to overseeing the provinces and making sure they all are working in order. This is done to make sure that when the time arises the provinces can unify against a large thread. The Pngán are forbidden to be warriors, for it is with the eyes of a non-warrior that the tides of war shall be judged fairly.  However, Pngán is more of a guide figure, not a direct controller, with few exceptions as some became known as dictators or manipulators.

Benefits

The life of a Pngán is filled with luxury, jewels, a gryphon feathered bed, exotic fruit, bathhouses, and servants. In addition, they are granted safe passage across the provinces of Sembar, and the security of exceptional personal guards.

Grounds for Removal/Dismissal

The elected Pngán serves until death or retirement. However, if they don’t meet the qualifications and demonstrate impartiality, and the majority agree they can be forced to retire.

History

The desert of Sembar has been ruled by many figures and governing bodies throughout the years. The one constant throughout the years was the Saenhuid, a wide stretching group of nomadic people, these nomads would further divide into different tribes or ethnicities, but it is common throughout the ages for most to use the title of Saenhuid when referring to them. The other two main ethnicities at play are the Krumhuid and Donhuid. The Krumhuid are a group of people who although called themselves the Saenhuid, were addressed by the nomadic Saenhuid as the Krumhuid which scholars have adopted to make a clear distinction between the two. The Krumhuid’s empire fell along the other 10 great nations during the night fracturing the rulership of the known world, sometimes in a few years after -2000 PS. The Donhuid are a people who formed out of the remains of the Krumhuid and from foreign influence who have relinquished their faith surrounding the elementals and instead become devoted to the sun, addressed by the name of Don.   The Donhuid formed many small bastions of the fragmented empire and fought amongst each other for vital resources to survive within the dunes of the desert. But eventually after the outlawing of magic a line new system of government formed in the year -742 PS. This new government was ruled by an individual addressed exclusively as the Pngán, and this new government system has lasted till the Contemporary Era. The only difference now is that most of the provinces keep to themselves after the disastrous event that took place shortly before the start of the contemporary era.

Cultural Significance

The era is then named after them, with the new era beginning once a new Pngán is elected. This has led to some eras going on for extended periods after a Pngán retired cause of the inability to elect a new candidate.
