The Rising Tide
The Rising Tide is a conspiracy monitoring group that splintered out of the True Believers, focused on the idea that an organization has been hiding the existence of metahumans from the masses.
While True Believers focuses on documenting sightings of metahumans and trying to organize rumors and hearsay, The Rising Tide focuses on collecting information about this 'shadow organization' with intent to bring its existence into the public spotlight. To this end, they are much more focused on hacktivist activities to bring the information to the public, which has gotten them into trouble with government bodies like the CIA and FBI in the past.

History
When the True Believers started gaining traction in the mid-2000s, a trend was noticed by many of them that information about metahuman sightings and activities were being removed or redacted from webpages and local news. As time went on, more of these censorships were discovered, but the source was never identified. Members of True Believers started putting clues together and determined it was most likely a government-affiliated group, possibly associated with, but not part of, the CIA.
In 2014, a group of True Believers hacked into a secure government server, attempting to get information on the organization. They discovered a reference in a decrypted file, though have not publicly shared what they found. However, due to this, they were banned from being involved with True Believers and splinted off into their own group.
Not much is known about The Rising Tide since they separated from True Believers, and it is unknown who is in charge of it. However, they have continued attempts to hack into government information networks and expose the truth, and have a website they keep updated on a regular basis with their findings.
