subguild system

A subguild system is a system by which a guild is maintained by a number of smaller subguilds. Traditionally, the subguild with the most members at the beginning of a calendar year assumes leadership of a guild and is in charge of all suggestions for major decision and rule making until a new subguild assumes leadership. The subguild with the second most members is known as the shadow subguild, and is allowed to veto any rules and decisions proposed by the leading subguild. If the leading subguild proposes a new decision or legislation that is not challenged by the shadow subguild, a vote is taken to approve the proposal. A simple majority vote is what pushes the proposal into effect.
