Lopolla

Summary

Lopolla is the ancient capitol of Ket. The city is the oldest settlement that exists within Ket, and is one of the oldest settlement along the Sword Coast. The city is expansive, encompassing the land of a small civilization, and is subsequently divided into many different districts. Each district has its own distinct flavor and way of life, which earns Lopolla its nickname of "the great melting pot of the Azure Sea".

Districts

Tharwatta

The largest and wealthiest of all the Lopollan districts is Tharwatta, a district nestled against within the Ruby Hills that enjoys a large seaport upon the Azure Sea. The majority of Lopollan industry is located here, and only the wealthiest of civilians own domiciles here. The Grand Lopollan Palace, the country's capital building, is here situated against the sea.

The Styes

Once called "the Island of Pleasure" in its heyday, The Styes is an exceptionally poor district within Lopolla. The only thing more plentiful in its streets than impoverished urchins are the rats and diseases that roam amongst them. The Styes is the only district of Lopolla that sits outside its enormous defensive walls.

Politics

Although it is tradtionally considered to be a democracy, Lopolla is functionally a plutocracy, with wealthy merchants and aristocrats laying claim to individual districts. Taxation, legislation, and law enforcement is carried out by a central governing body called the Lopollan Sultante which is composed by elected officials. All elections and voting happen within the capitol building, which-- although it is technically open to the public-- has exclusively been limited to the city's oligarchs in recent decades.
