Siltport

Siltport is a small city on the southwestern tip of Bolok, a continent ravaged by old devil-pacts. It's as close as one might get to a Tiefling city, and a slightly deprecated version of Infernal is a common language in that city (the only place in the world where this is the case; imagine a city in the modern world where Ancient Latin is a primary language).
  The Tyrant City. Siltport is ruled by its Tyrant, a person who forsakes their face and name when they are chosen by their predecessor to rule the city. Most of Siltport has historically been a lawless free-for-all stabilized only by the will and power of the Tyrant and his forces. The Tyrant typically only has the manpower to ensure that a small district around the wharf and docks is safe; everything beyond that is an urban desert sprawl. A single step outside of the protected district can be lethal to the unwary.
  The current Tyrant (as of 2E739) is a dwarf, though little else is known about them.
  The Blackbagger. The right hand of the Tyrant is named the Blackbagger. The Blackbagger leads a small extralegal squad that is responsible for handling issues too large for the Tyrant's other forces. For example, if an upstart crime lord were to maintain an immaculate veneer of legality or exploit some narrow loophole in the hopes of supplanting the Tyrant, the Blackbagger would ensure that the upstart and anyone connected to them were taken care of in short order.
  The Silvertongues. The Silvertongues are a guild of thieves and charlatans masquerading as a small merchant family and its branches. Their members enthusiastically gamble, steal, and otherwise redistribute some of the great wealth held by certain members of the wharf district to the less fortunate - they count themselves among this number, of course. Their influence on the city is usually considered a net positive compared to other "guilds" and gangs in the city, and they have a tenuous "don't ask, don't tell" sort of agreement with the Tyrant. Their influence has somewhat stabilized some of the neighborhoods just beyond the wharf district.
  Though few in number, members of the Silvertongues can be found all over the world masquerading as simple merchants.
  Wharf-Lords. The somewhat ironically nicknamed Wharf-Lords are a group of the wealthiest ship owners in the wharf district. They are a mixed and turbulent bag, but the presence of the Tyrant keeps in some semblance of check.
