Pros and Cons of a Kleptocracy

The Ghukliak Kleptocratic Federation is a vast empire based on the idea of:

• private citizens stealing from either the government, private businesses, or private citizens, or else
• politicians enriching themselves by accepting bribes and/or special favors, or outright diverting public funds directly to themselves or their cronies.

This system has existed for so many thousands of years, it has permeated every part of their society, both public and private.  There is a government agency that punishes people for not stealing when they have the opportunity to do so, and being sloppy and getting caught in the act of stealing something.
Every person outside of this society feels this system is representative of pure moral decay.  They feel that stealing is immoral, unethical, and does not provide any positive benefit to a society or its citizens.
However, this society's members defend it as a legitimate, functioning way for a society to operate.  They are quick to point out that not only has their society not collapsed, but it continues to grow and mature into a stable economic paradigm.
Those that are good at stealing amass great amounts of resources. The more they amass, the more difficult they find it to track everything they posses. The more difficult they find it to track everything they possess, the easier it is for someone else to take something from them without being caught in the act. The easier it is for someone to take something without being caught in the act, the more likely someone is to try to steal something. The more likely someone is to try and steal something, the more practice they get at stealing. The more practice they get at stealing, the better they get at it. The better they get at it, the more likely they are to amass great amounts of resource.
The goblins of the GKF have discovered a kleptocratic cycle and they maximize their effectiveness within it.
