Whalthir The City of Blades (Whalthir)

The Outer Ward This is the largest ward and it is located outside of the walls of the city. It has tall houses extremely close together near the walls however these spread out and get smaller the further into the Fields of Ashes one goes. The Outer City is divided further into three. There are the Docks which is a long strip of land close to the ocean with several warehouses located there and the occasional disappearance. The second area is the Stacks which is the largest part of the Outer City. Here one can find a large cult that has dedicated itself to a Bloated Gastromorph and they have been feeding it as much as they can. Finally, the third area is where the Court of the Black King can be found. This area is called Beggar Street and it is this area that only the Black King rules. The Black King has recently claimed the title of King of Beggers and this has sparked a war with the Dreamer and the Rhakshasa of the Market.   The Iron Ward This ward is located on the east side of the city and it is special because of its mines and veins of iron that were discovered beneath the city. In addition, this ward is also known for blacksmiths. 5 mines around the ward resemble sinkholes with elevators that go down below ground. The main problem here are the monster found in the Feydark that sometimes come up to the surface. The second problem is that on some days the sun is covered by smoke and such coupled with a large number of abandoned buildings this ward is an excellent hiding place for vampires, criminals and cults.   The Grave Ward The Grave Ward is located in the middle of the Thorn Ward, Sheild Ward and Market Ward with three main roads coming to an intersection here. This is a very well-trafficked area however due to the limited space here most people are buried in the Catacombs and this is mainly used for the noble families and warriors being buried here however it is used for parks that anyone can visit. A problem is that recently the spirits of the dead have been summoned back into the ward as Sword Wraiths. The Frostsheilds suspect that there is a Necromancer in the city and have been trying to destroy the wraiths with minimal success. The truth is that a student of the Gray Order has come to the city to sow chaos.   The Market Ward The Market Ward is more or less located in the centre of the city as it borders all wards except for the Outer Ward and the Iron Ward. The Market Ward has the largest square in the city with hundreds of stalls that sell all manner of things and at least one merchant is burned alive once a week suspects of witchcraft. Now in the middle of the market is the Cloak Tower which still stands even after numerous attempts to destroy it. The Market Ward is mostly made up of stalls but there are many buildings below ground because one of the larger caverns in the Undercity lies under here which served the purpose of holding the Shadow Market. This is where the new Black Market has formed and it is now run by lycanthropes how have connections throughout the city and it is only a matter of time before they make their move to take over the city.    The Thorn Ward The Thorn Ward is located almost in the middle of the Sheild Ward splitting it in two with the Grave Ward to the south. The Thorn Ward looks a lot like the Manor Ward however the Thorn Ward is more accessible and with many more inhabitants. Here communal ties form in neighbourhood clusters and so adventurers usually revolve around one of these communities. In the middle of this ward is the tower where the mage of Walthir lives. A powerful mage he has recently been studying 6th circle spells and many in the Frostsheild Clan want him replaced with a less powerful mage but as long as he does their biding will stay. In the past few weeks communities have been reporting missing children taken in the night leaving nothing behind. The culprit of these crimes are Oni that have infiltrated communities.   The Manor Ward This ward is located on the point of the blade and it is a very large park with manors throughout the entire area and a massive palace on a hill called the Ice Palace. This is where the 13 Noble Houses of the Frostsheild Clan live and this is where the Frostsheilds train diplomats and spies in this noble advancement system. Parts of the park are also magical to show the passing of seasons however these enchantments are fading however it is not uncommon to find fey crossing over from the Feywild here and causing havoc before disappearing especially when powerful creatures cross through. No one in the city knows why this happens. The truth is that there is the Tomb of an Archdruidburried deep in the catacombs and both the Seelie and Unseelie want to raise the archdruid as their servants.   The Sheild Ward  The Sheild Ward is the second largest of all the wards and it is split in two by the Thorn Ward. While the Sheild Ward is too large to have one encompassing problem however there are several locations in this ward there is an accompanying list. Library, Bloodstone Theater, Winery, Courthouse, Windmills, The Cathedral, Temple square, Flame Bridge and Market street.

Government

Eltarion rules the city along with his generals how share power however most of his generals are elsewhere fighting in the war.

Defences

A stone wall surrounds a large part of the city making it have a blade-like appearance. The garrison here consists of 600 veterans and 1000 guards which they can muster. There is also a circle of 5 spellcasters in the city, 4 clerics and 1 wizard in addition to the forces the Watchers station here. This is one of the most well-defended cities in the Winter Lands.

Industry & Trade

The main industry of Walthir is mining iron as several veins have been discovered below the city. They have an entire ward dedicated to smithing and mining. The other industry the city is known for is calligraphy and mapmaking. The Frostsheilds mostly trade with the Fanged Ones but due to their position, they spend a large amount of their fleet to supply themselves.

Guilds and Factions

The Watchers  This is the main faction in Walthir. This is an organization built to hunt mages. They have many thugs and such across the land and their headquarters are a massive cathedral that rests on one of the hills in the city and is one of the few Hallowed places in Isildur. The leader of this sect of the Watchers is Bishop Serin Le-mon an old man how is fanatical in the way he hunts down mages. He is a very powerful cleric.   The Frozen Blades The Frozen Blades are a mercenary company that operates across Isildur. Both their leader and headquarters are here. A little way into the Iron Ward a keep stands around 60 feet tall with the tallest tower 60 feet beyond that. Their leader is Georg Luther and he has started to focus his order recently in hunting down mages which have many worried a the Frozen Blades have a strong presence in the Winter Land.    The Black Court This is a legendary crime syndicate that operates across the Winter and Middle Land and is one of the 3 most powerful criminal factions in Isildur at least most of it. Their headquarters is Un Lar Narialum which means the palace of the Black King. This is a massive structure in the undercity that looks like an elven castle carved from a green crystal in the cavern. Their leader is the Black King a High fey once a part of the Grimm Troupe. He was also once a chosen of the God of Luck however much of that power is gone with the goddesses death. The Black King has the power to draw strength from playing cards.    The Inquisitors These are a part of the Watchers that specialise in psionics and they have their subgroups, Mind Fire, Warrior and summoner. Their headquarters is the Mind Fire asylum located in the north of the Burned Fields. They don't have a leader as they fall under Bishop Sarin Le-Mon.

History

This was one of the elven cities that were destroyed by the Wild Hunt however it was rebuilt when the elves came to settle in this area with High King Kolorian Windrunner. Kolorian was a tyrant and had been exiled from the kingdoms of the elves however he died without an heir in 368 A.G.F. In the end, a half-elven prince took over and made the city great before being assassinated in the year 489 A.G.F and sparking the line Clearwater would rule the city for several centuries. Around 1232 A.G.F the king of the city was turned into an avatar of Thun-Kalator and during his reign, he constructed a massive underground cathedral and crypt that still lies under the city, during the following centuries Walthir waged a constant war with Witherburn however in 57 E.F the avatar that ruled Walthir was destroyed and the Frostsheilds took over. Since then they have ruled the city. During the Demon Invasion, the city was left mostly untouched however Odera destroyed a massive part of the city and before that this was where the Cult of Death had the most influence.

Tourism

Merchants, travellers and adventurers come to the city.

Architecture

The architecture of the outer city is that of all slums with tall rickety buildings but what makes these slums special of connections as bridges cross from building to building. The docks are the same however there are many more gates into the city and it is a lot cleaner. Inside the city, the mines are to the northeast along with smiths. There is also the market which is full of colourful tents and to the south on the top of a hill, there are the noblemen parks.

Geography

The city stands on two sides of a river that has its roots in the Frozen Peaks. North of the city are large hills that have many empty mines and such. To the south, the ocean lies and to both the east and west there is only icy tundra with the fields of the Burned dead.

Natural Resources

The city of Walthir is built upon a group of silver mines up in the mountains which ran dry a long time ago. The main resource is the iron mines in the hills outside the city another is the fish in the river which many use to feed themselves.
