Copper Cleavers
A group of bandits that are led by an Orc named Grutmasha, and are now in control of the Lower Docks and River District of South Steppe Bastion. The group manufactures and sells a highly addictive drug called Red Butcher, which has found its way into South Steppe Bastion.
Structure
The structure of the Copper Cleavers is broken down into 5 positions; Leader, Lutinent, Vice Lutinent, Enforcer, and Dealer. Each position has a unique title associated with it, this title is known by all members and many of the guards of South Steppe Bastion.
Leader "Crimson Cleaver": Grutmasha an Orc Female
Lutinent "Black Hand": There are currently 4; Thekeiss a Male Yuan-Ti, Elaerys a Female Half-Elf, Umros a Male Gnome, and Raze a Female Fire Genasi.
These Lutinents each control an area given to them by Grutmasha and relay orders to their Vice Lutinents. They are the only members, aside from Grutmasha's personal guard, that ever have any contact with Grutmasha. The Black Hand gets their name from the idea that they have spilled so much blood that it has dried on their hands leaving them black. They can be identified by a tattoo they have across the top of both hands in the shape of black blood splatter.
Vice Lutinent "Crimson Crest": There are Currently 6; Behlud a Human Male, Qiung a Human Male, Sefra a Human Female, Thraezina a Drow Female, Jurs a Changeling, and Etcher a Male Kenku.
These are the underlings of the Black Hands and as such relay orders and run lesser tasks that the Black Hand need not deal with. The Title of Crimson Crest comes from a large dark red tattoo on each of the Vice Lutinent's chests that signifies their position to all other Cleavers.
Enforcer "Copper Cleaver": There are currently 146. These are the underlings of the Crimson Crest and the muscle of the Cleavers. They are the ones that go and strong arm shop owners, beat down civilians to remind them of their control, and deal out the day to day violence that keeps people afraid of the Cleavers.
Dealer "Red Hand": There are currently 58. These are the underlings of the Crimson Crest and also the dealers of Red Butcher. They are the ones that manufacture and distribute the drug onto the streets. Each Red Hand usually has a Copper Cleaver or two as an escort to protect the product. The Red Hand get their name from the manufacturing process of Red Butcher, which leaves a permanent red stain on the palm of their hands.
