Manpower
It is but 100 men and women strong. For they are really only needed underground now. However, this number will grow, and quickly, before we're done with them.
Equipment
It's all magic, baby. The strongest of them ingest the magic directly - drink it straight into their bloodstream. The newer recruits rely on items that have been imbued with the magic - a test run almost. These items are necklaces or rings or bracelets or brooches. Made of iron or stone or gem. Depends on preference, really. But the item is always encased in gold - be it the chain it hangs from, the band its attached to, or the badge its stuck on. When one sees this, they know they're part of an elite squad. Lots of the haris opt to keep their talisman upon them even after their initiation is over. Like a luck charm, or extra power. Some think that's weak. There's a bit of tension there.
Weaponry
They don't need physical weapons when they have magic, but they do carry around a sayf or scimitar or dagger. For pretense, mostly, but also because sometimes you gotta stab a man, you know?
Structure
There is a head of this command. The strongest in the magic department. The most trusted. He has a man under him. And then the rest fall under the rank of just regular ol' haris. There are different rankings, and lots of competition, of course. Everyone wants to be chosen to show their power. It's a sign of respect - even though they're not allowed to tell anyone about the magic, for fear of losing all their limbs, their eyesight, and maybe even their tongue.
Training
There's a pretty in-depth course on magic, magic consumption, potion creation, and everything else in between. Once they've passed their theoretical tests, they move on to practical exams. It's very much like a university degree, training to be anything from a teacher, to a lawyer. Except at the end of this training, you have to torture people. ... Oh, maybe not so different.
