Winters Edge

Winter’s Edge is Northcrests only city. 500km away from the capital of Meridith and multiple week’s travel, the city is mostly self governing but receives some trade. The city is the linchpin in the realm’s defenses against the threats in the north.
The area is governed by the Lord Aemon Khalistan, a shrewd politician and general from the War of the Frozen Sea. His wife, Lady Madeleine Khalistan is well loved by her people although she rarely involves herself in matters of state. For all purposes the region runs itself, although Khalistan sends frequent reports to the capital.
Three Council’s look after the daily matters. The Council of Blades, Eradath Whitefeather manages the area’s security, armed forces and physical threats. The Council of Coin, Rodderick Munchin, governs matters of trade, loans, mercantile dealings, taxes and tariffs. The Council of Heart, Melina Ostwich, a human, looks after civil issues, social problems and concerns of the common folk.  
A fighting force of 80 guards, led by Captain Valeria Aberton, a kindly but competent soldier defend the city and look out for crimes. Patrol’s of 4 - 6 guards are often seen looking wandering the city and at least 10 man each of the 2 gates or patrol the walls at any time.
The force often calls on Podesus and Alindra for magical aid if needed and has 8 Clerics in it’s ranks.
High District The high district contains the court, lord’s palace and other civil structures.
The Trade District Is the merchant’s dream. A large market dominates the area with wares from magical items to mundane foods. The area is frequented by most inhabitants and remains a neutral ground. The zero tolerance policy results in anyone embroiled being banned from the area. This is the largest district where people congregate. Not completely lawless but often undermanaged the area is where people can go to seek help and to help others.
The bulk of the dead are buried in the remains of what once was a mighty castle. The ground and lower floor has been cleared to make way for the dead but few have descended lower. Kamerial a cleric watches over the ruins.
Lower Docks: Where most trade ships come in, the area is generally used and is frequented by brothel workers and sailors alike.
