Dwandalian's Fabulous Glitter Bomb

These small pouches contain a glittery powder that adheres to anything it touches. When thrown at point within 30 feet of you, it explodes in a 10 foot diamater cloud of glitter. The glitter is enchanted to be incapable of being washed off. Any creature not covering their eyes must make a DC 5 Dexterity Saving throw. On a failed saving throw the creature has disadvantage on all Perception(Wisdom) checks for the duration that the powder sticks to the individual. Any creature that does not rely on sight or does not have eyes is not affected by this.
The glitter can be removed from the pouch without throwing it. If you do so there are only 4 applications that can be used that cover a 5 sq ft square each but then cannot be thrown as a bomb. The glitter stays applied to the individual for 1d4 days. Casting dispel magic on a creature covered in the glitter will immediately make it capable of being washed off.
