Yara

Yara is a Boroughmaster whose motives cannot even be said to be simply furtive or secretive. They are totally unknown, and likely completely alien to the recognized moral compass of Law vs. Chaos and Good vs. Evil that predominates Hyperborean civilization.
Yara arrived in Khromarium along with his entire Borough, the Tower of the Elephant, in a sunburst of blinding light in 572 CE, 4 years ago. The unearthly terror that the descent of the massive onyx tower from the heavens, accompanied by a brilliant radiance brighter than the sun in a Nightfall year, caused the barbarians that had been invading the city to rout almost immediately. Since then, Yara has asserted himself (or herself, or themself) as the most powerful Boroughmaster in Khromarium, being able to trade in alien goods of a quality undreamed of.
His primary interest seems to be in acquiring livestock. His aim in this regard is totally unknown, but despite the legal restrictions imposed on his agents by the neighboring boroughs, his business thrives in the black market. It has yet to reach its full potential, however, as even the most morally unscrupulous of horse-traders and ranchers sometimes balk at the instinct that by aiding Yara, they are committing some kind of blasphemy against all of mankind. Likely as a part of this business, Yara is more interested than any other in the acquisition of Hyperborea's legendary creatures. He offers extravagant rewards for their live capture.

Yara has never been seen by anyone in person, communicating through secondary agents. However, it is generally understood that Yara is not a human being.
