Upper Khromarium

For the inhabitants of Upper Khromarium, the rest of the city– apart from the entertainment and night life– does not truly exist. The bloated, pompous wealth of Upper Khromarium often does not even acknowledge the existence of a world outside of their opulent palaces, manicured parks, and exclusive clubs.   Many of the Boroughmasters live in Upper Khromarium, or at least own residences there, preferring to dwell in the one part of the city whose streets are devoid of rabble and refuse. It is the smallest of the boroughs, occupying a spot upwind of the smog and adjacent to The Agora. It is sealed off to the public by a moat and walls (although both of these are merely decorative, and would not withstand an assault, as practical defenses are too unsightly). The rest of the populace is left to stare with unconcealed awe and envy at the lush terraces, gold-enameled balconies, and clean air that belongs only to their betters.   The guards and police that patrol Upper Khromarium are the best-paid and therefore least susceptible to bribes. Although they would be far more useful stationed in the more crime-ridden boroughs, the upper class demands the majority of their attention to keep out riffraff. Despite its immaculate outwards appearance, Upper Khromarium is not free of the Lotus Drug problem. However, the Lotus Drug's consumption at decadent parties by the aristocracy give it a veneer of respectability, allowing the rich to continue leering scornfully at the addicts with an aura of superiority.   The Boroughmaster, Myron Alektodoros, is without a doubt the most powerless of Khromarium's ruling class, controlling his borough filled with the truly mighty in name only. His status as an effeminate fop does not help with this perception.   From a purely spartan point of view, Upper Khromarium is nothing but a leech upon the strength and surliness of Khromarium. However, it does serve one important political function as the host of the Council of Burgesses. The Council has no permanent meeting hall, instead randomly selecting the mansion of a resident to temporarily annex for its parliamentary procedures.
