Dockside

Dockside is not immediately associated with wealth; It has the most squalid slums, grimiest streets, and most malnourished inhabitants of any of the boroughs in Khromarium. This state has recently been excarberated by the Viking invasion of 2 years ago, which rendered hundreds of residents homeless. Yet the same would be true of everywhere else in the city-state if not for the extravagant commerce in exotic goods and slaves carried out every day in Dockside.
Dockside is ruled with all the honesty, sincerity, and scrupulousness (sic) of a customs official, specifically Xelltair Vunkorros. Xelltair grows fat off of the bribes that are necessary to acquire and maintain a trading license to Khromarium.
Dockside also has the biggest Lotus Drug problem of all the boroughs, as Xelltair uses his own stash of the drug to keep the dockworkers and teamsters enthralled to his will.
Currently, Dockside is the site of an enormous construction project: a coastal defensive wall. Every day, one can see the sun-darkened, near-naked bodies of slaves and underpaid laborers climbing– or falling from– the walls. Xelltair appropriates liberally from the massive expenditures of this project, much to the chagrin of the other Boroughmasters, who were coerced into backing the project by a populace crazed by invasion hysteria.
