Society of the Emerald Condor

A secret society comprised of high ranking Helbaurg officials whose sole purpose is to maintain the idea that the city is safe and that there is no need to leave. They are responsible for disappearances and expulsions from the city of people who threaten their goals. Comprised of 10 elder members and then their subordinates, the society employs undead thrall like beings which are the former husks of those that opposed the society. They are controlled by the necromancers called headmasters and do whatever they are told, without question or hesitation. The power of these necromancers stem from the storms.

originally founded to keep the populace calm after the great migration, they were formerly disbanded by the king. however they maintain their influence over the populace in secret.
