An alliance formed between Wes'Hn and the cities around it. Includes Barrow and the ruins of Isfet, along with the cities in the underdark below the southern desert. Helps facilitate trade and maintain guard functions. Headed by Euri but temporarily taken over by Yine in his absence, along with a few other town leaders.
