Purpose / Function
Penglog Prison holds the worst criminals in the Empire, in a place once designed to keep people out. The fortress was originally built by some unknown people, seemingly for coastal defense, but it fell into disrepair, used only by pirates and slavers as a stop up and down the coast. Later, around E 310, the fortress was raided by some mercenaries in the pay of the Empire, and they turned it over to the now-Emperor Romero for his own purposes. Romero turned the ruined fortress into a high-security prison for the most vocal of the Lords who spoke against him, and high-profile assassins, thieves, and slavers.
Alterations
Romero spent quite a bit of money turning his captured fortress into the best prison he could design. More towers were added at various locations, walls were strengthened, more walls were added on the interior in order to constrict passage, and the maze of tunnels underneath the fortress were filled in.
Architecture
The prison itself is made mostly from the same white stone that makes up the ruins familiar to anyone who travels the mainland. It is differentiated from these by size and by design, for Penglog Prison is both large and intimidating to look at, whereas the other buildings evoke more mystic feelings.
