User is capable of creating linked portals on flat surfaces, as long as the area is within their line of sight and big enough to fit the portal on its surface.

Side/Secondary Effects

User can only keep one portal (with two ends) open at a time, but is capable of closing them and recasting them in different place within their line of sight. Anything found partially through portal when it is closed, gets a clean, perfect surgical cut right at the spot of closing.
