Effect

The user is able to establish a mental link with the chosen target and speak to them in their mind. Is able to project her voice in the minds of many simultaneously, though that requires immense concentration. The target has to, at first, be within sight for the initial link, and then the caster is able to continue talking to them even when the person is out of sight for a short distance.
