Kroy

In the year 988 AS there was a 400% increase in the amount of piracy and related crime in the bay off the Booming Coast near the city of Gloomport. Gloomport City Watch officials tracked the activity to the nearby island of Kroy. After initial attempts to quell the piracy failed, it was decided to instead convert the entire island to the one maximum security prison for all of the Booming Coast. A magical shield was constructed that prevents all but the most basic of spells from crossing into (or out of) the island. A large barrier and other natural hazards prevent escape by non-magical means. The water surrounding the island is heavily trapped against watercraft. Inside the island, magic functions normally, and the inmates are left to the world they have created. There is only one rule: once you go in, you don’t come out.
