Garath Ruseller is Constable of Pendeth for Earl Hemisen Curo of Gardiren.
Constable Garath is cousin to his liege the Earl Curo: his aunt Lysela was the wife of the Earl’s father Melisen.
It is only this family tie and the remoteness of his keep that has allowed the incompetent constable to keep his post.
Garath is a useless drunkard and the day-to-day administration of the fief is in the hands of his equally incompetent son Taran.
Once any serious fighting starts, Earl Curo will try to replace Garath with someone more effective, though this might be difficult if keep Pendath is surrounded by enemies of the Earl.
Motives: Be useless until replaced.
