The Kitsune
Structure
Not much is known of the structure of the Kitsune, they appear to be the remnants of the Imperial Order of the fox, a group of loyalist psychic assassins that worked as the shogunate's secret police, in recent time they have evolved into one of the largest criminal organizations in the core-ward half of the sector, with ties to gambling, drugs, political assasination and illicit psi-tech.
It's predominantly structured in cells referred too as Troupes. But there is supposedly some hierarchical structure left over from its imperial origins.

The bulk of the post-war kitsune, predominately responsible for running drugs and gambling establishments.Noh

Not much is known about the Shinto Kitsune, some reports say that they are the remaining upper brass of the imperial order of the fox. Others say that it is a council of leading members of the other groups.History
The Imperial Order of the Fox, were responsible for the discovery and training of young people with MES but also for the spiritual development of Imperial Citizens, additionally this meant many of them were in useful positions for various intelligence networks within the shogunate.
The Emperor, nominally sat at the head of the Order as they were supposed to be the strongest psychic by hereditary prophecy. And the descendants of the Emperor were likewise expected to be some of the greatest psychics in the system. In reality most of the time these were just nominal positions that held un-exercisable power over the Order, though some descendants were skilled psionics.
Though this is not to say that the shogunate concept of hereditary prophecy was entirely inaccurate, imperial geneticists and genealogists had been working for centuries at this point to create a bloodline heavily predisposed to MES, the problem was that with such a heavy predisposition to MES psionic powers were much stronger and much harder to control, leading to the death of young Emperor Momozono, a disastrous event that blanked the minds of 300 people at an imperial training facility.
