Twinklebeard the Train man

In the remote north of Flavla lives a rock gnome, Elis Twinklebeard. He has been working on a way to travel between places at a faster pace. Twinklebeard is an artificer working on trains. If players stumble upon him will see large machines scattered across his workshop.
He explains that he plans to make a system of travel were a giant machine will draw carriages from point a to point b. To allow a faster means of travel he plans on placing this machine on a track to reduce choice and maximize speed. He will ask the party to figure out how he can get a sustainable source of water. If they do he rewards them 600gp.
After a month he makes a break through in steam power. He needs the party to supply water/fire elementals, steam mesphits or materials need to construct a machine to power the train. The materials needed will be essence of fire elemental and 1000gp of mithral or adamantine. If the party is rewarded with a wand of lightning bolt.
A month after that his first test of the rail system to Shee Ancalean from his workshop. It succeeds in the test run and Flavla begins building multiple tracks leading to and from their major cities. This project takes 3 months to finish then they will begin their expansion to the other countries to allow easier trade between them. Each country takes 3 months to finish internal rail system and 1 month to set up rails to another country.
