Cloisen (Cloy-sen)
A militant base surrounded by a city of artisans, merchants, and shipping companies. Called a ‘free’ city by many despite a somewhat heavy tax and strict laws. A strange mix of the militant warlords, the thriving free port, and the squalor of those with nowhere else to go. Criminal organizations are prevelant as well as pirates and sellswords.
Districts
Cloisen is broken into three districts:
The Outpost, the original bounds of the military base of the Northern Elves. It was built upon a hillock by the seashore at the edge of the great frozen forest. This district is tightly monitored and guarded. Select few besides the soldiers whom serve in Tsao'Un's armies are allowed into this district, such as emissaries or contracted merchants.
The Market, a district teeming with rich trade and culture. This district came about when one hard winter drove a trade caravan to the walls of Cloisen. The caravan's people and livestock needed shelter and the Elves needed food. The truce was tenous as the winter wore on, and people on both sides caused trouble. By the end of the winter, an understanding had been realized and the soldiers of Tsao'Un became the opening to trading with the Northern Elves.
The Slums, a refuge of sorts for those fleeing other authorities. Fugitives, exiles, and criminals are the majority populus of this district. Warlords and Mercenary Troupes often stop here to gather fighters.
