First Voice of the Whole One

Qualifications

There are nine numbered Voices at any time. When the position of First Voice opens, the other Voices all vie for the position. Usually, it goes to the Second Voice, but it's not that uncommon for another Voice to have enough support that they instead become First Voice.

Requirements

To become a Voice requires at least 5 years of devotion to the temple, plus at least one 'great work'. Voices are welcome in all parts of the temple including the restricted layers, and part of becoming a Voice is initiation by being taken to each level.
It is common (though not technically required) that a Voice and especially the First Voice be hale of body and a good public speaker.

Appointment

New First Voices are ordained by the High Lix of the council and whatever Voices are available. Ideally, seven Voices and the High Lix would do the ordaining, but it's pretty common for First Voices to fall in circumstances that also take another Voice with them. Second Voice may also still be in mourning depending on how much time has passed since the First Voice died or was ejected.

Duties

Part of winning the niche of First Voice is agreeing to marry the Second Voice, as the common consensus is that by marrying the two highest ranks within the temple it would foster understanding and compromise. It's also the easiest way to bring together detractors who argued against the appointment of the First Voice.
As First Voice, each of the other Voices answers to you and you are expected to collect information off their personal tasks and direct them.

Responsibilities

Directing four celebrations at the cardinals of the year, visiting orphanages/workhouses routinely to make sure that everything is runnign well.

An intense amount of political power, sway over what is being preached to the masses.

Equates to

Rank slightly higher than High Lix of the council, nominal head of the city entirely. Theoretically, High Lix should be in control of commerce and trade, and First Voice should be in control of sociopolitical events. In practice, High Lix bows to First Voice in basically everything.

Length of Term

Life or until they cannot complete their duties.
