Justicle Island

Visited by The Hag in Phase 3; granted a small community Baba Yaga warlock levels. Still a WIP.
I would like to descend on an island in the form of a blind adult woman of distinctly earthy build- stocky, hair like golden wheat and skin like black stone, who moves through Earth like water when needed. Around her eyes is tied gold-and-purple cloth, the only thing of wealth or status on her person. I would like to send this form of myself to visit each and every person on the island, to help them in some small way- but to reprimand them if they have committed any acts of greed, cruelty, or the like that have hurt one of the other islanders. She introduces herself as Justice. Any who try to steal or force off her eye-cloth are transformed into stony guardians of the island- stone statues that dutifully carve more of themselves from the island's stone until there is 1 statue for every 10 people on the island. If any outside power ever arrives to attack this island out of greed or with the intent to plunder or destroy, the stone soldiers defend it.
After she visits each person, she goes to the heart of the island, where a great plaza of obsidian emerges, bearing a massive bronze scale. Every person on the island is summoned there by a ringing bell that hypnotically calls them- no harm can befall them in this state, and all those who cannot walk simply appear there. In a deep tone that arises from the earth itself, I tell them:
"The world's soul holds a balance. No part is valued more, no stone is treated ill. People are made of Earth, and so the same principle holds true- justice is blind, for no one here holds inherent value over one another. To your people, I offer the chance to restore the natural order: to live as one, to thrive in balance. Whoever has the least shall set the standard for your gifts, or your ill luck. When you live in balance, you live invincibly as the earth. Age, illness, food, and the hidden power of the earth itself are all what you stand to gain. Each voice answer for yourself: do you wish to restore this place, and yourselves?"
If over 90% agree, I grant my boons upon the island. The remaining people, I offer safe passage away from the island as a whispered voice from the ground (if they accept, I teleport them and their possessions to beautiful stone houses on the mainland, with extremely bountiful gardens) My Boons: these scale according to whoever has the least or is in the worst condition on the island. General Boons: - Increased crop yield and nutritional value of food from the island - Increased health and immune systems - Increase lifespans Individual Boons: - Magical ability as a Stone Sorcerer while on the island - The ability to become a stone sorcerer off the island if born here, with a maximum sorcerer level that scales with the boon -If another magical tradition is introduced to the island, that can be substituted for sorcerer
Condition is determined by:
Access to resources
Say in the rules and laws
Freedom to act according to their passions within society
So, even if the community has little, it has immense boons if it is incredibly open and shared. Obviously there are limits - one person's total freedom will inevitably impinge on another's.
The maximum Boon state is:
the island is a garden, people like for 400 years and are immune to disease, every person is a 5th level stone sorcerer, and max off-island sorcerer level is 20
The maximum state is, once again, impossible. If the person who has the least has no freedom or access to resources, the boon is null- nothing. If it isn't enough to grant someone a level in sorceror, they get a cantrip or two(edited)
if someone is actively enslaved, tormented, etc- something that somehow hits "negative" those things, the entire island begins to feel uneasy and hostile. People and animals will begin to transform into monsters to hunt down whoever is doing this.
