Imperial Council

Chief executive power of Imperium of Karadia, an extension of Grand Emperor's power, practically a group of most powerful and influential men (rarely women) of Imperium (and in most of the world), internally filled with cuthroat politics and (at least from time to time) with rather extreme forms of decadence and hedonism.
While it is true (to some extent) that Imperators 'are' an Imperium of Karadia, the same can be said about Imperial Council. Grand Emperors are a head of the Council, of course. However it is the Council that serves as a medium of their powers, with Imperators governing a vast territory of Imperium of Karadia through the council members.

Structure

Imperial Council is separated into four parts, known simply as Chambers, all of them completely separate from each other (with laws forbiding one person to be a part of two or more Chambers to prevent them from amassing a dangerous level of powers). The only exception is Grand Emperor, who is a head of all Chambers.
Imperial Chamber - Council that can be described by calling it imperial-level executive power, consisting of heads of all imperial ministries, with Grand Emperor being its head.
Itavian Chamber - Council that can be described by calling it a separate imperial government that governs the lands belonging directly to Grand Emperor, including Itavia, North Arrica, and Sera et Setarria. It consists of a group of appointed officials, partially doubling those belong to Imperial Chamber, but with noticably lower stature than them.
Chamber of Emmisaries - Chamber composed of those, whom Imperator trusts to work as his emissaries on the other side of the Imperium. In most cases his trusted friends, or close relatives (normally - his father's children coming from variety of concubines, mostly slaves, that were allowed to spend their childhood alongside the future Grand Emperor but have no rights to the throne because of their origins).
By being a part of Chamber of Emmisaries - which in fact isn't precisely a 'Chamber', as its rather informal - they are officialy recognized as people of great importance and power. They can even be slaves - most of Imperium's retainers and citizens will still tremble before them, as their will is a will of Imperator himself.
Chamber of Vassals - Chamber composed of variety of important vassals of Imperium (mostly those with imperial titles of kings and emperors - with their position officially recognized, and with their personal deputies beside Grand Emperor for most of the time, ensuring that their voice is heard by the Imperators.

Public Agenda

Prolonging existence of Imperium as a whole, governing its vast territory and ensuring that no vassal state will feel offended enough to launch an uprise that could possibly cause a troubles.
