Imperial Ministry of Internal Affairs

The Grand Empire is composed of many powerful organizations. Some of them are powerful with their magicks, others with production abilities and some with their martial arts. The power behind the Imperial Ministry of Internal Affairs is significantly more mundane, yet in a way even more important for the Empire as a whole.   That's because the IMIA primary job is collection of taxes and overseeing the imperial treasury - both of which are tasks it technically took over from now defunct Second Empire's Imperial Ministry of Finances during and soon-after the Twilight War. It still does the work of the Second Era's IMIA, though, however its take-over of the imperial finances has moved the focus away from them a bit.   Besides the finances it's also supposed to do the old job of the Imperial Census (after all, it was once part of the IMIA) and maintain at least theoretical oversight of imperial demographics, which includes also a more practical works (for example keeping the sapient species on the verge of extinction away from said extinction, and organizing the repopulation drives when some province suffers greatly from some disaster).   And if that wasn't enough, it also houses all that remains of imperial bureaucracy. You want a pass to move from one province to another? You need to visit (or send a letter) to the nearest IMIA office. You want to register a marriage? IMIA. A children was born? IMIA, once again. Changed your job? Same.   The Ministry has never manage to restore the Second Era's social security system that was initially the reason for gathering such data. Today it is done almost entirely for calculating taxes - the lifeline of not only the IMIA but also every single vassal state and every single imperial organization. It is the only group within the Empire with the right to collect taxes from the citizens, meaning that it does that in the vassal governments' stead and merely hands a (large) percentage of the harvests back to them, one of many ways in which the Grand Empire is trying to discourage secession.

Structure

The organization structure of the Ministry is tailored - naturally - after the network of disassociated provinces that make up for the modern Empire. Above the standard provinces are the dioceses - twenty of them originally, six lost since then. Those dioceses are: Itavia, Karthia, Nortarrica, Morica, Maroth, Hellana, Pannia, Iria, Frankia, Itirria, Elvhara, Nikopol, Alvaena, and Vestiria. The lost ones are the Vhessana, Niflheim, Drakha, Verkvena and Ceveria.   Above the dioceses are the proconsulates. The Grand Empire's bureaucracy is divided into three (previously four) parts. One includes Nortarrica, Morica, Maroth and Karthia (so, everything to the south of the Inner Sea). Second includes Elvhara, Frankia, Itavia, Vestiria and Alvaena (previously also Niflheim). Third one includes Hellana, Nikopol, Pannia and Iria. Before the end of the Second Empire the division was different, as it also had to include the imperial overseas territories. Itavia is a unique situation, and is not a part of any proconsulates.   Each of the Proconsulates is naturally headed by a Proconsul. There are two more proconsuls. One of them is tasked with overseeing religious affairs of the Grand Empire (and dealing with foreign religions' communities within its territory). The other's officially stated to be responsible for 'demographic affairs' - in truth, though, their responsibility is about ensuring that certain really rare mortal subspecies in the Grand Empire do not die out.   Each of the provinces and the dioceses have a prefect in charge of them, who is supported by an array of officials - the official ranks are quaestors (regular members, aedils (heads of a department within the local office) and pretors (heads of said offices). Those names are borrowed from the First Era (and pre-Grand Empire) itavian bureaucratic ranks. They no longer mean anything even remotely similar, however - it's just a relic that only historians seem to truly understand.   The Proconsulates are similarly constructed, however with proconsuls instead of prefects. The two consuls above them are elected by the Grand Emperors and the Senate (each of them picking one and expected to carefully observe each other's actions). They also have seats in the Imperial Council.
