The Council of Barovia

The elite, extremely secretive group of people who rule over Barovia. they rose to power after they overthrew the tyrant ruler Strahd Von Zarrovich. ever since they went into Castle Ravenloft no one has seen them for, by the current non-barovian calendar, atleast 20 years. their messages spreading through Barovia by letters sent to the various Burgomasters.
