The Draconic Coalition

Prior to the Cataclysm, dragons remained isolated both from the "lesser races" and from dragons of other colors. Most dragons spent their time protecting their territory and building hoards of treasure (be that gold, magical artifacts, or knowledge). During the great war, the younger members of the various flights began participating, often as mercenaries. Because of this, when the Cataclysm occurred, most of the elder dragons remained behind while thousands of younger where transported.
In the days right after the Cataclysm, the dragon's natural ability to fly and powerful magics made them instrumental in the formation of the habitable zone, and without them serving as arbiters and transportation the armistice would likely never have been formed.
In some ways, the dragons of the Draconic Coalition have adopted some of the traits of the lesser races, in that a dragon's flight no longer is quite as closely tied to it's personality and alignment.
Though only full or half dragons get full rights as members of the coalition, a member of any race (or faction) can join the coalition in service to a full member.

Structure

The Draconic Coalition is a Democratic republic, with each dragon flight electing representatives every 10 years to vote on important issues, though the manner of government within the flights does vary somewhat.

Public Agenda

The draconic coalition positions itself as a neutral political force, and they serve as both impartial judges for inter-faction disputes and as enforcers of agreements. They also prevent total war from breaking out again.
