Guest Privilege

Guest Privilege is the leeway the local thieves guild gives know members of other guilds in their area. They grant allowance for a certain level of criminal activity as part of the occupation of a thief. Most criminal activity should be processed through the local guild for their cut but Guest Privilege gives visitors the ability to do smaller crime without investigation.
