The Wishhunters
An offshoot of the Gloomhallows, The Wishhunters are a group of folklorists who have passed down tales of The Whimsey and Genies for generations. They remember what genies are like and what they can do. They know what to watch for and more than anything they long to ensnare a genie and earn a wish.
One member will recognize if Riv ever gets too deep into Mortal Phase Instability and starts to glow. At that point they will do everything they can to embed themselves with the group until they can confirm that Riv is indeed a genie at which point they will try to capture him and bring him back to the other Wishhunters in hopes of acclaim and—naturally—a wish.
Additionally, if Riv begins asking questions of the wrong people regarding MPI, word will get back to the Wishhunters and they will begin trying to track down the rumors.
