Rakkath
Rakkath – Dominion’s Naval Power
Population: ~230,000
Primary Inhabitants: Dominion (55%),
Dominant Function: Naval warfare, shipbuilding, oceanic trade
Rakkath is the coastal jewel of the Drakmir Dominion. Build atop where black cliffs meet churning seas, and forge-fire meets salt wind. Situated atop massive coastal cliffs, the city is the heart of the Dominion’s naval ambitions. Sprawling shipyards, tempest-forged drydocks, and obsidian towers rise like the teeth of a sea wyrm, creating a skyline of industry and dread. Rakkath is the only Dominion city to welcome foreign trade openly, earning quiet criticism from purists but serving as a critical lifeline to power and prosperity for the whole Dominion.
Districts
The Stormyards
An enormous drydock and naval construction complex carved into sea-hewn caverns. Warships, Fragment-powered vessels, and merchant hulls are built above roaring waves and below smoking chimneys. Thunder-smiths and salt-masons labor amid dragonsteel cranes and elemental-bound hulls.
The Brinewalk
A bustling mercantile promenade that is made up of carved walkways, lifts, stairs and ladders that runs along the cliffs face. Uniting the city above and the docks below traders, privateers, and smugglers alike do business in open-air pavilions, arcane warehouses, and waterfront taverns. Lanterns hang from hooked poles and sea-salted gossip flows more freely than coin.
Skytide Monastery
A spiritual cliff-top temple dedicated to storm drakes, dragon turtles, and the eternal tide. Dragonborn monks and aasimar pilgrims chant wind-hymns that echo between hanging chimes of carved obsidian. Lightning rods here double as divine objects of prayer.
The Surgehold
A fortified naval command complex housing the Drakmir Naval Council. War vessels rest or find repair in dry cradles while Fragment-powered-cannons are tested on offshore targets. Training grounds and command rooms sprawl through blacksteel corridors.
Leadership and Key NPCs
Scale Bearer Vyrrak Stormcleave – Bronze-scaled and storm-scarred, Vyrrak is a former reaver admiral turned statesman. He is famous for slaying a sea serpent atop a flaming mast during the Leviathan Ambush. Keeps a harpoon by his side at all times.
Mistress Tzari Voidline – A lavender-scaled kobold and shipwright enchanter. Her magical hullwork has saved more vessels than any admiral. Speaks softly but carries enormous authority in the Stormyards.
Wavemaster Korridan Velgrusk – Storm-priest and captain of the *Tempest’s Howl*. Leads sea patrols and weather rituals. His staff doubles as a lightning rod, and his crew swears by his gift to call wind and veil ships in fog.
Culture
Rakkath values boldness, salt-earned honor, and the power of tide and storm. Seafarers keep shrines to sea spirits, and every citizen can recite tales of oceanic glory. Life is fast, trade is sharp, and even off-duty soldiers carry a dagger and a prayer stone. Diplomats, pirates, and drake worshippers share the same dockside taverns—if only for a drink before the storm.
Military Academy
• Tidebreaker Bastion – A naval war college producing commanders, amphibious strike leaders, and oceanic strategists. Lessons include weather manipulation, sailing, and kraken-class defense planning. Located within the Surgehold, access is restricted to the Dominion’s elite naval command.
