Rael is the breathtaking cliff-bound port city of the elves, suspended between two massive stone faces flanking a thundering river gorge. Elegant bridges of translucent arcane glass and coral stone span the chasm, creating multi-level walkways that shimmer with magical light. there is so much glass over the water bound between clif walls that entire markets and buildings exist over it. the heat from the sun focussed through the glass that it heats the river causing a steady mist to hover over the harbor.
At night, the city reflects the starlit sky, and enchantments ripple across the waters in hypnotic waves. The city is primarily inhabited by Sea Elves and Drow, and is known as the most tolerant and welcoming of the elven cities. The flowing design of its architecture and the ever-present sound of cascading water make it a place of meditation, diplomacy, and subtle beauty. Rael serves as a major port and naval hub, hosting both merchant fleets and diplomatic envoys. Two senators from the city sit on the Vita Forum.
Districts
Glassenreach
The commercial heart of the city, this lower district stretches directly over the river gorge using hardened magical glass. Ships dock below, and trade flows through arcane lift-chambers to the suspended market bridges. Riverlight lanterns flicker with color in response to ambient music and motion.
The Cascades
Built into the cliffside behind veiled waterfalls, this spiritual enclave houses temples, meditation groves, and hydro-magical art galleries. Water flows through every structure, feeding gardens and scribing prayers into the stone.
Driftshade Promenade
A cliff-top social plaza filled with elegant homes, illusion theaters, and open-air cafés. At night, drifting projectors cast spell-born plays onto the gorge’s mist below, creating a surreal landscape of light and echo.
Aurelia Spires
This high district holds the noble estates, embassies, and arcane towers of the Sea Elf aristocracy. Wind chimes tuned to ancient sea songs fill the air, and all buildings shimmer faintly with protective magic.
The Azure Cascade:
Rael is home to the famed School of Water Magic—a crystalline network of terraces, platforms, and grottoes built behind and around the city’s central waterfall. Enclosed in flowing mist and veiled by shimmering wards, the district trains spellcasters in hydromancy, mist illusion, storm shaping, and reflective divination. Lessons are conducted amid echoing caverns, mirrored pools, and spell-wrought rain curtains. The entire district exudes tranquil beauty, where water is both weapon and wisdom, and every droplet flows with magical potential.
Notable NPCs
Senator Caelar Ostrelis – A refined Sea Elf noble and veteran diplomat who advocates for opening elven ports to wider trade. He’s known for his elegant language and a long-standing rivalry with the senator from Val’Quith.
Senator Virellen Zelis – A Drow enchantress and artist, she represents the more expressive and experimental wing of elven politics. She has curated multiple city-wide illusion displays and is a patron of cascade-art.
High Harbormaster Syrien Vaelir – Oversees all naval movement in and out of Rael. A former adventurer and mapmaker, Syrien maintains the city’s charts with obsessive detail and is the final authority on trade permits.
Mistwalker Ieltha Nyss – The city’s spiritual guide and curator of The Cascades. She’s known for weaving water into spells of peace and reflection. Many diplomats seek her counsel before negotiations.
