High Council of Mantis

The "High Council of Mantis" was the de-facto leadership of the Mantis. Despite its name, it was not a democratic council, nor did other councils exist. It bore more striking resemblance to a secret round table, giving orders around from an indistinct place. The council's members' identities are unknown to outsiders even within the Mantis.
