Qualifications
In order to become a diplomat, there are several key qualifications:
The Enarian equivalent of a bachelor's degree in political science, foreign politics, cultural anthropology, international studies, or sociology.
Whichever degree one goes for that isn't political science or foreign politics, it is recommended to take at least some political science classes.
If one seeks a degree in political science or foreign politics, it is recommended to take a couple of classes in cultural anthropology and international studies.
Foreign language skills. If one is to be a diplomat for a specific country, then one is to need to be able to communicate with the native people.
Now, this isn't always necessary, as there are certain diplomats who are not deployed specifically for that country. However, for the types of diplomats who are, it is considered a necessity to be able to communicate in the native language.
It is very much recommended that one also have done at least three to five years' worth of (paid) internships under the guidance of an experienced diplomat.

Purpose
Diplomats are necessary for keeping foreign relations amicable. They work their best to reconcile conflicts between two countries, forge relationships that last for ages, and to keep their people safe. They help foster international relationships and international collaborations. Sometimes, they are responsible for offering humanitarian aid to people, as they did in the days after the second Intra-Continental War ended.
