Personal history
The discordant one was an experiment to discover if each head of a hydra was, in fact, an extension of the whole or did it each head have its own personality. After applying several intelligence boosting items to a head. The researchers discovered that each head did in fact house its own intelligence. This however left the researchers with a problem. Since the head was now sentient they could not under law remove the items that maintained its sentience. To do so would be tantamount to killing a sentient creature.
The first head (which named itself Tom) argued for its own survival. Offering itself as an asset to the university. With no other course of action available to the researchers they agreed to house the creature. Over time a tradition was created among several of the towers. A recently graduated student would venture out into the world and return with an item that would boost intelligence and present it to the discordant one. As more items were added and head given sentience. A head always remained un awoken so it might be removed and two more may sprout from it with less moral complications.
The Discordant one is a great asset to the towers and allows for a researcher to hear the viewpoints of many rapidly. Many students present their thesis to the discordant one before the official review. To find and plug any leaks, as it were.
