Elscyra
The sister of a lost twin...
Founded by Elves from Sylvania, Elscyra became the sister city for the Elves. It was founded within the Bastoron Valley in the Penumbra Mountains due to its strategic position for defense. The Elves, hellbent on survival, wanted to make a failsafe in the event that their elusive city, now known as the The Lost City of Sylvania, were to fail. Along with Sylvania, they joined the Kingdom of Vespera and practiced religious toleration and racial equality.
Once Sylvania was destroyed and the The Great Holy War came to an end, what was thought to be an indistructible city was now rendered dust. In fear that racial extinction was once again a possibility, they became an independent city state for the Elves, promptly deporting citizens of all the other races. They became non-sectarian, besides a faint worship of the arcane technology that saved their ancestors from Malevolent Fey. Elscyra became a fortress to protect their Elven race in this newly hostile world. While they do claim and practice independence, they maintain good relationships with all nations, even that of their former eradicators, The Everlight Empire. While they do not trust the Everlight Empire, they maintain good relations out of fear, but some do plan to sever that connection once the city state grows strong enough.
Although it was the little sister city to Sylvania, after its independence, it engaged in the large scale development projects. During tenuous peace, they used this time to establish banks which lent exorbinate amounts of money to the government for public infrastructure projects and defense oriented infrastructure. Using bonds invested into Valuna, Valhelm, and The Gate, they government payed off their debts to the bank in time, rendering them both prosperous. With this wealth and infrastructure, they developed the three sentry towers that overlook the mouth of the Bastoron Valley and its surrounding mountainous landscape. These towers became integral in warding off against espionage, raiders from the wastes, and attackers.
Important Locations

The glacier melt from the mountains run off into the Keep's gardens, which spill out from its tall walls into theriver which streams through the city. This is the seat of governance for the city, where the Elscyran Council meets and houses their families. Fabled Finch Opera House: It was said that the Rosy Finches' song led the founders of Elscyra to the Bastoron Valley to settle. In their honor, and to remember their gratitude for the fabled finches, they named their most illustrious opera house after them. Now, the most prominent opera singers east of the King's Spine Mountains come here to perform their arias. It is, however, said to be haunted by an old opera singer wholost her voice because of jealous competitors.
