The Trust

The Trust is a secret organisation within Zilargo that is charged with the safety and security of Zilargo and it's people. The Trust is always watching, and collects an astonishing variety of information on everyone in Zilargo, and even maintains portfolio's on people of interest outside of Zilargo's borders.
The Trust is empowered to remove any threats to Zilargo or it's people, and it does so efficiently and quietly. There is no court of law, if the Trust deems you guilty of threatening Zilargo or its people, you will be removed. On top of this, anybody could be an agent of the Trust, they don't wear a uniform and they don't announce themselves, and this has directly lead to Zilargo having the lowest crime rate in Khorvaire. Outsiders find the idea of the Trust terrifying, the idea that the state can have someone killed is an uncomfortable one. The people of Zilargo don't feel this way, however, they built this system and are happy with it; their streets are safe and they get to do what they love. The Zil genuinely trust The Trust, and the Trust only intervenes directly if something is deemed a threat to Zilargo, smaller transgressions are met with warnings or threats (and not necessarily threats of violence.)
The Trust reports directly to the Triumvirate of Zilargo, and was founded just two years after the founding of Zilargo, thousands of years ago, as a means to keep the nation together amidst feuds between the three major city states. The Trust was formed to put the interests of Zilargo ahead of everything else, and somehow they seem to have managed to maintain this for the entire lifetime of the organisation.
