Watch your back when you go to Sicalia. The warm greetings, good food, and abundance of culture masks a society run by some of the most vile, ruthless, and intelligent cutthroats in the business.
Sicalia is a country that has remained a major player in the Four Seas despite the intense competition that has fomented within its society. Entering Sicalia might not immediately give one the impression of a society in a cold civil war but stay long enough and its true nature will become evident. Sicalia is a nation ruled by not a single leader but by five and their respective families. The family loyalties extend throughout the nation as each family seeks to supplant the others through culture, money, or blood; three aspects that pervade all of Sicalian society. In fact, it's difficult to find someone who doesn't have some tangential allegiance to one of the five families.
Because of this, the nation of Sicalia is essentially five nations. While an outward view also gives the impression that Sicalia is a prosperous nation, said prosperity only extends to the fortunes of particular families at particular times. Like a pendulum going back and forth, these fortunes can change on a whim and so too the lives of the people living underneath each family.
Because of so many split allegiances and differing aspects of each family, Sicalia has no formal standing agreement with the Shieldguard alliance and so views a coming war with Sareesia as one of potential opportunity to supplant the other rival families.
